No it's not.

An English buddy of mine got into a barney somewhere in America in a bar some years ago. I think it was quite heated. He reached into his inside jacket pocket to pull out some ciggies to chill with, and about 5 hands went towards concealed weapons instantly.

He said I am getting some Marleboroughs out, and slowly drew out his hand with the cigarettes, end of problem. Had he been reaching for something worse he would have been convinced it wasn't a good idea. So while there are plenty of potential tales with negative import, as RD and others have said, people do not frick around when there could be 20 guns in the room.
