I think what you say is correct, I also think they help people to not project germ laden moisture towards others, and similarly yo reduce contaminants getting to the wearer, but perhaps as implied, in normal use the fit is not good enough to prevent breathing in something. I think in a surgical setting it is mostly to prevent the carers from passing on germs to infirm patients rather than the other way around.

While having my cataract surgery everyone was masked, but I the victim was not.

Well the survival rate seems to be better than the Bubonic Plague, but especially in a mismanaged fiscal priority country the death toll is going to be much worse than it needs to be.
