That's not a passport matter, never mind Sugar Patch's song. It is a Constitutional matter, and indeed, constitutional reform is in order, not just for this, but for several other issues. The former administration claimed to have started such reforms, since as long ago as 2001 (I remember addressing the Prime Minister on the matter back then). I am not sure what progress, if any, they have succeeded in making.
