"obsolete"- to the contrary, as an attorney practising in North America, I can tell you that major strides are made in the area of mental health (which does not necessarily mean crazy. There are specialized courts dealing with people charged with a crime who may have mental or emotional issues and the sanctions are quite different and sometimes more effective from that of the regular court.
In addition there are specialized courts for drug offenders who, although committed a crime may not receive an incarceratory sentence but efforts are made to address their issues directly.
Our Caribbean legal system unfortunately is light years behind in terms of alternative sentencing options.
