That in itself does not frighten me at all. Infact the move should be to the Caribbean Parliament, but the OECS will do for now. Didn't we sing, dance and honor to "God save the King and queen" while they were enslaving us for a few hundred years?
What really worries me is your point about it being rammed down people's throats. Projects, any project that does not involve stakeholder early in the process, stands a great chance of failure.
Hope the discussion is wide ranging and ample and that the leaders are prepared to make changes demanded by the people.
