here is what I got from the story...
The fella had a cutlass and fish gun making threats . the police was called. the fella ran in to a house...
My take is that once he is in the house..he ceases to be a threat to the public at large...
and basically he is cornered...
at this point some more options are open..
U get his family or close friend to talk to him in surrendering......
he cannot be dat out of his mind for he recognized the police and instead of confronting dem..he ran away...
lastly..if friends or family cannot get him to calm down to surrender..U can toss in some mace or other non lethal device...
I also noted dat if de "disturbed " man was out so of control, he had ample time to use his cutlass and fishgun long before the police arrived...
we call it back in de day..nothing but "grand-charge"
again..
I base my take on the story as reported...
